Evacuation orders are in place for all of Montecito, Toro Canyon, Sycamore Canyon, and Padaro Lane. This evacuation is five years to the day after a series of mudslides killed 23 in this same community in 2018.

All classes have been canceled at California Polytechnic State University in San Luis Obispo, Calif. have been cancelled due to the weather. Faculty and staff have also been evacuated from the school's agricultural facilities due to the possible threat of a breach at Shepherd's Reservoir. The school is evacuating this area out of an abundance of caution.

A few strong storms may develop tonight as instability moves into along the Coast. A marginal risk for severe storms stretches from Fort Bragg to Santa Barbara. Damaging winds and even an isolated tornado will be possible for cities like San Francisco, San Jose, and Monterey, Calif.

Expect the clouds to try to clear through the rest of the afternoon across the Bay Area, while the heavy rains will migrate south and some storms could even develop across areas just north of Los Angeles this evening as instability from another incoming system pushes east. See full forecast below.

Checking out the latest power outages across the state of California the coast, from San Obispo County northward to the north northern county of the state, Del Norte has the most power outages. Inland, just east of San Fran Bay, about 30 percent of Yolo County is in the dark and cold.

Hurricane hunters might be off-season, but their work doesn't stop. Members of the 53rd Weather Reconnaissance Squadron started to fly Atmospheric Rivers missions as a part of the unit’s role in the National Winter Season Operations Plan back in November, and today marks their third of the season and first of the year.

The 53rd Weather Reconnaissance Squadron started flying atmospheric rivers missions back in 2016. The weather data collected during the AR missions help build a vertical profile of the water vapor in the low-level jet stream. This is crucial information to know how much precipitation will likely fall over an specific region.

As the heavy rains continue to fall this morning across California, there are several reports of evacuations, damage, and flooding. Authorities have closed several roads due to the water piling up as well as the heavy snow and strong winds pounding the mountainous areas.

Across Santa Cruz County, there are several evacuations in order after the levels of the San Lorenzo River and Soquel Creek rose quickly. Nearby residents are urged to evacuate immediately.

Some areas in Alameda County, especially those of Niles Canyon, Palomares, and Kilkare roads were prompted to evacuate on Sunday ahead of the heavy rains forecast for Monday.

Mud and rock slides are possible as the rain continues to weaken the soil further.

The storm has also prompted the closure of some schools in Sonoma County. The measure was announced on Sunday evening. Other schools are closely monitoring the situation and residents are urged to stay alert in case any changes are put in effect. Power outages are still expected throughout Monday and Tuesday. This is also with the flooding risk that is affecting the area.

Several trees have fallen, damaging property and blocking roads.
